Rebuilding the Infrastructure for At-Risk Youth
National Council on Crime and Delinquency
This month's featured report by the National Council on Crime and Delinquency takes a closer look at the effect that the Bush Administration has had on the support system for at-risk youth. The report details, program by program, how funding has been cut for critical youth services and what the possible implications for each of these cuts might be.
But this isn't just a well-supported criticism of the last administration's policies, it also gives those of us who aren't involved with this work on a daily basis a much clearer idea about why these programs - whether they are after-school programs that keep kids out of trouble or services that improve the conditions for youth already in juvenile detention facilities - matter so much.
Some key facts:
* With another 40% cut in federal funding this year, some estimate that nearly 300,000-600,000 children will no longer have access to after-school care.
* Currently, only 53 of 3,500 juvenile facilities, or 1.5%, are accredited for facility health care.
* Today, girls are the fastest growing segment of the juvenile justice system; in over a dozen states, the rate of incarceration for girls has increased over 30% since 1997.
