Grantmaking is a curious enterprise. It is easy to dispense money; to do so wisely and well is quite another matter. Unlike most enterprises, the Foundation itself produces no product. Our grantees do that through their action-oriented projects which they design and then implement with Foundation assistance.

Historically, the Foundation has remained apart from the design process, insisting that the plan be solely that of the grantee, not a reflection of the notions of the Foundation. But, these ground rules in our grantmaking are being modified in response to changing circumstances.
