This paper provides a summary as well as a rationale and framework for a series of reports commissioned by the Packard Foundation to assess certain enabling conditions for community-driven rights-based approaches to managing coastal marine resources in six countries in the Western Pacific. The six assessments are meant to inform potential interventions that may accelerate adoption of such approaches.
