A Key element of William Julius Wilson's theory of the growth of the underclass is the migration of middle and upper class blacks to the suburbs and the resulting conecntration of the black urban poor in the inner cities. This paper develops a model of the process through which neighborhoods become underslass and through which underclass behavior is transmitted among individuals in the neighborhood.
