This evaluation reflects on water supply projects the Korean International Cooperation Agency (KOICA) implemented in three regions of Kenya between 2007 and 2010. Using a Performance Evaluation indicator and a Process Evaluation indicator, the paper analyzes the relevance, effectiveness, efficiency, impact, and sustainability of the projects, as well as their consideration of gender and the environment. Although the authors rate the projects' effectiveness as positive overall, they recommend that KOICA redirect its water supply efforts to state-level water resource development and management, and that the personnel and budget of the Kenya office be expanded to address a number of limitations.
