This paper surveys the various mechanisms used by the federal and provincialgovernments of Canada to promote the participation of "average citizens" in the budgetprocess. According to its findings, these governments favour participatory approaches basedprimarily on public consultation in order to overcome the democratic deficit and to legitimizetheir budget decisions. Only to a considerably lesser extent do they strive to prompt citizens totake part in a deliberative process for the purpose of identifying future budget choices. As hasalso become clear, several governments do not seem to be aware of the limitations of certainmethods they use to encourage public participation.
