Analyses of testing data from fall 2020 indicate the transition to remote learning has resulted in significant learning loss, particularly among low-income and minority students. Using data from the online learning platform Zearn, economists at the Harvard Opportunity Insights project found large losses in math learning for low-income students, whereas students from affluent backgrounds saw gains. This has exacerbated fears that the pandemic is widening the already large achievement gap between students from different income and racial/ethnic groups. The COVID-19 crisis has also had a worrisome impact on students' emotional health — particularly among full-time remote learners, for whom supportive networks of teachers and friends have been disrupted.Findings from the Distance and Disruption study correspond with those of a separate survey of 1,549 Massachusetts parents with school-aged children conducted in October and November 2020. That study found significant gaps by income and racial/ethnic group in access to in-person schooling, and parents of children in remote-learning situations — particularly hybrid in-person/remote arrangements — were more likely to feel their child was falling behind grade level.The Distance and Disruption study further adds to our understanding of the transfer to remote learning by exploring students' perspectives on specific differences in the quality of learning experiences between the in-school and at-home environments. Such differences are a critical link in explaining why remote-learning students are more likely to experience negative outcomes.

A year into the pandemic, we are no longer just worrying about progress on women's equality coming to a standstill. We're now seeing the possibility of such progress being reversed. The devastating impact that COVID-19 has had on women's livelihoods cannot be overstated. Globally, women tend to work in low-paying jobs and in the informal sector—precarious employment that has been upended by lockdowns and COVID-19 restrictions. Adding another layer to this burden, women's unpaid care work is soaring.The childcare crisis is at a tipping point. Childcare must be addressed within our COVID-19 recovery plans both to advance gender equality and because it makes fiscal sense. In addition to reducing the undue burden of care, affordable and quality childcare frees mothers up to participate in the labour force and creates decent jobs for women in the childcare sector. Fiscal space is shrinking due to COVID-19 but limiting spending on care work would be shortsighted. When more women work, economies grow. Currently, gender gaps in labour force participation in OECD countries cost the economy about 15 percent of GDP.

For nearly twenty years, the Fund for Global Human Rights has been a vocal champion of participatory philanthropy. We provide flexible general support that allows local groups to define and lead their own agendas. Fund grantees identify their priorities and approach and collaborate with program staff on defining measures of progress toward their intended outcomes.To us, participatory grant-making—which empowers affected communities to decide what and who to fund—is a further step in shifting power to grantees and movements.In 2019, the Fund partnered with Purposeful, a feminist movement-building hub for adolescent girls, to pilot a participatory grant-making initiative in Sierra Leone aimed at promoting youth leadership and amplifying the voices of young people.As our first foray into realizing the potential of participatory grant-making, this experience taught us many valuable lessons about how to foster genuine participation of children and young people.A targeted and intentional approach to reach a diverse group of children and youth is essential. This helps prevent a participatory process that only benefits young people in urban areas and those from higher socio-economic backgrounds.We also learned that true participation requires letting go of power while ensuring that young people have what they need to make meaningful and informed decisions. Support to child and youth-led groups should go beyond grant money to include a comprehensive package of grantee-led learning and accompaniment.The biggest lesson is about the need to be open and flexible throughout the process. Being willing to adapt as we went along allowed us to respond and make changes (almost) in real time. It also allowed us to learn from the young people about what it means to use your voice and make yourself heard in ways far beyond what we could have anticipated.
Power Beyond Measure: Reshaping the Research and Evaluation Landscape for Boys and Men of Color is a new research agenda that outlines six strategies for advancing equity and opportunity for Boys and Men of Color (BMOC) in the U.S. These strategies and recommendations lift up ways to ensure their voices and perspectives are reflected in research and funding; to promote power and capacity-building in their communities; and to build more equitable, anti-racist research and evaluation systems.
The roster of enrolling and planned pediatric tuberculosis (TB) treatment studies is growing. Emerging results from pharmacokinetics (PK) and safety studies continue to inform optimal dosing strategies in children and to highlight areas in need of further investigation. New pediatric formulations continue to advance to market, and consensus has begun to form around the need for efficacy studies of simplified multidrug-resistant TB (MDR-TB) treatment regimens in children.

A Whole Family Approach to Jobs: Helping Parents Work and Children Thrive started as a partnership between NCSL and ACF. Primary funding came from the W.K. Kellogg Foundation, while regional and community foundations bolstered the effort (see back cover). Launched in September 2017, the six New England states agreed to create a learning community across interest areas, programs, agencies, geography and political landscapes.

But we still see drastic disparities for youngpeople in the areas of college completion and employment across lines of race, ethnicity, and household income.These inequities have sharpened during recent periods of overall economic growth, highlighting how increasinginequality, gentrification, and community segregation remain persistent challenges to inclusivity and sharedprosperity. In 2019, WSIPP updated the full portfolio of juvenile justice meta-analyses, benefit-cost analyses, and the resulting evidence classifications. This work aligned with WSIPP's ninth update of the Children's Services Inventory ("the inventory"), published in December 2019. The inventory describes the research evidence and benefit-cost findings for a variety of programs in the areas of juvenile justice, child welfare, and children's mental health, and classifies each program according to its level of evidence and benefit-cost findings. WSIPP's update to the inventory led to changes in the evidence classification for several juvenile justice programs operating in Washington State. Four programs previously classified as either evidence-based or research-based are now promising or null. This resource guide serves as a companion document to the inventory and as a resource for Washington State policymakers and practitioners to understand how changes in the meta-analyses and benefit-cost analyses of juvenile justice programs resulted in changes to evidence classifications. In the guide, WSIPP explains the specific changes made to all meta-analyses and benefit-cost analyses of juvenile justice programs in 2019. Then, the guide provides details for several programs eligible for Washington State funding for youth involved in the juvenile courts or committed to a Juvenile Rehabilitation facility. For each eligible program, the guide reviews relevant changes to the content in the specific meta-analysis, changes to the calculations of meta-analytic results, changes made to the costs of the program, and changes made to WSIPP's standard benefit-cost model. While WSIPP classifies a broad array of programs, and these evidence classifications are subject to change over time, this guide focuses specifically on changes to classifications for juvenile justice programs eligible for state dollars.

During COVID-19, Spy Hop, a Utah-based youth media organization, effectively engaged several hundred young people in media arts education locally and nationally by swiftly pivoting to a bold experimental virtual approach. This ethnography conducted by Convergence Design Lab reports that while many youth-service organizations furloughed staff and paused operations during COVID-19, Spy Hop adapted to quickly deliver virtual programs to a geographically and age diverse population of youth.The report is a 16 page chronicle that vividly describes the challenges and decision-making process that occurred at Spy Hop between late March and early June 2020. The report finds that Spy Hop succeeded as a direct result of its facility with three particular organizational behaviors and that these behaviors shed light on what collective resilience looks like in action. We are at a moment in time when we are collectively rethinking how society treats children. A big piece of this work is harm reduction—stemming the tide of the huge numbers of youth that have been flowing into our justice systems, and the significant overrepresentation of youth of color, youth with disabilities, and LGBTQ/gender nonconforming youth.Equally important is reorienting society's approach to view issues of youth behavior and welfare through a public health lens instead of a punitive lens—looking at how can we unlock the potential of our youth rather than focusing on locking them up. When society supports youth and provides them with resources needed for positive youth development, such as good health care, housing, education, healthy food, and nurturing relationships, we are setting them on a path for success. However, when policing is heavily concentrated in marginalized communities, leading to frequent stop andfrisks of young people, then we are sending them down a different path—one in which future contacts with police and arrests are more likely.
